The Recruitment co are currently recruiting on behalf of our client based in Liverpool for a Learning and Development officer.

Summary of Duties:
The role is based at our Liverpool Head Office reporting to the Group HR Manager. The Group L&D Officer will work closely with the Group HR Manager to create and implement a comprehensive learning and development strategy, aligned to the overall business plan and values. The post holder will support managers to identify development needs, designing, creating and delivering solutions with added value for the individual, the team and importantly the business.
Key Responsibilities:
? Responsible for contributing to the development, delivery and management of learning and development to create an engaged, skilled and knowledgeable workforce.
? To create, design and deliver the statutory, mandatory, developmental and organisational change training requirements for new and existing staff across all areas of the organisation.
? Monitor regulatory requirements for staff training and competence ensuring that all requirements and subsequent changes are reflected in all statutory and mandatory training. Work with the Compliance & Risk Manager relating to the delivery of mandatory training.
? Create an annual training plan and training needs analysis, emanating from the annual performance review exercise.
? Create and deliver a calendar of events through the annual training plan in line with the annual training budget.
? Ensure that every L&D intervention has clear business focused aims that enable robust evaluation of the event’s effectiveness, and measurement of return on investment.
? Create L&D policies and templates to ensure an efficient and comprehensive function and to set and maintain standards.
? Identify creative methods of L&D to engage and develop participants and ensure the delivery method of the solution achieves the best possible aim in line with the initial objective. Interventions must use a blend of methodologies including computer based, self-managed learning, remote delivery, management cascade,classroom and on job learning as appropriate.
? To record, collate and retain management information to demonstrate progress against KPIs and departmental goals and objectives. Maintain ongoing accurate records and logs, producing reports as required.
? Ensure specific succession planning objectives are delivered through the L&D function.
? Act as the Ambassador for L&D across the organisation, creating a culture of learning, compulsion,
collaboration and progression.
? Adopt a consultative approach across the business to identify and deliver L&D objectives.
? Create a network of L&D providers and negotiate fees for external providers in conjunction with relevant
Heads of Department.
? Play a key role in the development and the ongoing management of a Graduate programme.
? Act as Mentor for the Business Graduates, liaising with rotation managers and conduct regular one to ones with each Graduate.
? Attend recruitment fairs and support the team in the recruitment of Graduates.
? Oversee the Apprentice Programme ensuring all Apprentices have access to relevant L&D and achieve their apprenticeship on schedule; including the end point assessments.
? Managing and accessing the Apprentice Levy for relevant programmes ensuring the business maximises the levy pot.
? Promote a culture of continuous professional development, managing the professional development programme and facilitating sponsorship of qualifications.
? Keep up to date with current thinking on learning and development practice and methods including e-learning and innovative solutions.
? Play a key role in the identification, creation and regular updating of the skills matrices to ensure relevant gaps are filled and that experts are created throughout the business.
? Ensure L&D activities develop and support high performing teams across the business.
? Develop, implement and coordinate a Group Wide Mentoring Programme.
? Undertake responsibilities as an internal coach, completing internal training if relevant.
? Ensure the Company vision, mission and values are adhered to.
? Carrying out all L&D related or ad hoc tasks as requested by the Group HR Manager.
? Liaise with internal and external contacts in a professional and credible manner.
? Create a library of interventions and material for employees to access.
General responsibilities:
? Working closely with the Group HR Manager and HR Department to provide the L&D required throughout the
business.
? Attendance at and travel to all Company sites as required.
? To carry out any additional duties that may be reasonably requested from time to time.
? Compliance with Company policies, procedures and quality standards as defined on the Integrated Management
System (IMS) and the post holder’s terms and conditions of employment.
Person Specification
? Experience: Experienced and accomplished L&D Officer with at least 3 years’ experience in a similar heavy industrial / engineering environment.
? Drive Results: Highly motivated, enthusiastic and dedicated with a can-do attitude and the drive and commitment to consistently deliver challenging targets. A self-starter requiring minimum supervision.
? Collaboration: Work closely with the Group HR Manager and HR Business Partners to build partnerships across the business to meet shared business goals.
? Mentor / Coach: You will be required to act as a mentor for selected roles in the organisation so need to have the ability to nurture and develop, identifying high achievers.
? Communication skills – Excellent communication skills are required, both written and verbal. Ability to deliver training effectively.
? Team Player -. A confident, dynamic and supportive team player. At all times remain supportive to the whole
team and display a positive outlook.
? Honest &Trustworthy – Strong sense of ethical and professional behaviour ensuring confidentiality and ethical standards.

Essential skills:
? A recognised qualification in L&D, Human Resources or related fields. (i.e. DTTLS – Level 5).
? Proven working experience in an LD role for at least 3 years, within a heavy industrial / engineering
environment, including experience of the design and delivery of innovative training programmes.
? A people-oriented and results-driven individual.
? Good interpersonal skills, approachable and flexible.
? Excellent communication skills, both verbal and written.
? Full clean driving licence and must have own car.
? IT Literate with the ability to use a range of packages applicable to the role.
? A working knowledge of Health & Safety rules and regulations, Environmental and Quality Standards.
Desirable skills:
? Professional membership of CIPD.
? Degree level education
