We are currently recruiting for an Executive officer 1 based in Belfast. The successful candidates will be required to start once the vetting paperwork, ANI clearance has been completed.
Start date: ASAP
Duration: 12 Months with a possibility of extension
Rate of pay: £17.43
Hours of work: Monday – Friday 37 hours per week.
9 to 5 Monday to Friday. However some visits to groups may need undertaken outside normal working hours – flexible working around this will be accommodated.
Alternative working patterns can be considered.
Hybrid working is also available.
Key Responsibilities:
The Central Good Relations Fund (CGRF) Project Lead will support the administration, delivery, monitoring and evaluation of projects funded under the CGRF. The post holder will lead on a portfolio of funded projects, ensuring compliance, value for money and achievement of T:BUC outcomes, while also contributing to wider branch responsibilities and programme improvements.

Key Responsibilities
1. Personal and Team Development
Actively seek out and share learning to develop understanding of own role and the wider team’s business area.
Maintain effective working relationships with colleagues across the branch.
Participate in regular performance reviews with line management.
Keep personal development needs under review and complete all mandatory training within required timeframes.

2. Application Assessment and Programme Support
Assist with the assessment of applications submitted to the CGRF.
Contribute to the management of the GR Branch mailbox on a rotational basis.
Support the drafting of process and guidance documents for the CGRF Programme.

3. Project Management
Act as Project Lead for a portfolio of CGRF-funded projects, liaising with groups on issues, risks and queries.
Agree project costs, activities and outcomes with funded groups, ensuring value for money and contribution to T:BUC priorities.
Draft Letters of Offer (LoOs), ensuring all required information is provided and properly recorded on Content Manager.
Undertake group visits, observational visits and engagement meetings as required.
Assist groups in preparing progress reports and agree adjustments to work programmes where necessary.

4. Monitoring, Evaluation and Claims
Monitor performance and outcomes against the Letter of Offer.
Review and evaluate progress reports to support recommendations on interim and final claims.
Prepare templates for interim and final reporting as required.
Ensure all final progress reports are submitted within three months of year-end and confirm no further claims will be made thereafter.

5. Financial Management
Assist with the completion of in year and end of year financial exercises (e.g., forecasting over/underspend).
Maintain accurate and up to date CGRF finance records, spreadsheets and databases.
Assess groups’ expenditure claims against agreed costs and activities, liaising with the Project Manager regarding any issues.
Provide recommendations to the Project Manager on release of payments (including advance payments) in line with Letters of Offer.
Consider budget reallocation requests from organisations and provide recommendations to the Project Manager for approval.

6. Stakeholder Engagement
Provide advice and guidance to applicants, funded groups, stakeholders and internal staff.
Assist with delivery of CGRF information workshops, briefings and events.
Prepare background information for briefings, Q&As, AQWs, Ministerial/Departmental correspondence (INV/COR), FOI responses and group articles within agreed timescales.

7. Branch Contribution and Continuous Improvement
Contribute ideas and suggestions within the wider branch environment to support ongoing service improvement.
Participate in branch-wide business improvement and task and finish projects as required.
Essential Criteria applicants must have:
Proof of 5 GCSEs including English and Maths grade C or above or the equivalent and 3 A-levels
· Strong organisational and administrative skills.
Access to a vehicle/form of transport as will be required to undertake in person meetings with and observation visits with Funded groups across the province (some of these areas will be rural and not on public transport routes).
