About the Role
We are seeking an experienced and motivated Change Manager to lead and coordinate operational and transformational business change activities across all key phases of the Equip Programme.
Working closely with programme leadership, stakeholders, and business teams, the successful candidate will be responsible for driving the successful transition to the new Equip solution within Recruitment Shared Services Centre (RSSC). This role will focus on increasing adoption, supporting organisational readiness, optimising new ways of working, and ensuring intended business benefits are realised.
The Change Manager will develop and implement a strategic change management approach, leading engagement activities with staff, service users, and wider Health and Social Care (HSCNI) stakeholders. The post holder will also provide leadership to the change team, ensuring high standards of performance, collaboration, and best practice throughout the programme lifecycle.
Key Responsibilities
As Change Manager, you will:
- Lead transformational and business change activities required to support successful Equip Programme implementation.
- Develop and deliver a comprehensive Business Change Management Plan aligned with the strategic objectives outlined in the Equip Business Case.
- Analyse complex information from multiple programmes, projects and stakeholder groups to define and communicate the desired future state.
- Support the development and implementation of regional policies and procedures required to enable programme success.
- Assess organisational change maturity and develop plans to strengthen capability and readiness for change.
- Create and maintain key change management deliverables, including change reinforcement activities and success measures.
- Conduct stakeholder analysis, impact assessments, persona mapping and change readiness evaluations.
- Work collaboratively with training teams to identify learning needs and support staff through change.
- Communicate change management strategies and plans effectively to programme teams, sponsors and stakeholders.
- Identify, assess and mitigate resistance to change through targeted interventions and stakeholder engagement.
- Coach business leaders, managers and project teams on effective change leadership practices.
- Facilitate workshops, focus groups and training sessions to support engagement and successful adoption.
- Drive the implementation of change interventions to maximise engagement, utilisation and long-term sustainability.
- Monitor and evaluate change outcomes, capturing lessons learned and continuously improving change management capability across the organisation.
- Provide leadership, direction and support to team members, promoting excellence and best practice.
Essential Criteria
Applicants must meet one of the following:
Qualification Route
- A university degree or relevant professional qualification and
- A minimum of 3 years’ experience working in a business change role at middle management level or above.
OR
Experience Route
- A minimum of 5 years’ experience working in a change management role at middle management level or above.
Additionally, all applicants must demonstrate:
- Proven experience developing and delivering large-scale change plans that build organisational capacity and capability during major transformation programmes.
- At least 3 years’ experience within the last 5 years working with a diverse range of internal and external stakeholders to achieve successful outcomes.
- Proven project management experience.
- Proven experience facilitating focus groups, workshops and training sessions to support organisational change.
