Position: Finance Officer (EO2)
Pay Rate: £15.83 per hour
Hours: Full time, 37 hours per week, 0830-1700 Mon – Thu 0830-1630 Fri
Duration: For a period of twelve months maternity cover, with the possibility of an extension
Start Date: ASAP
Location: Sport NI, 2a Upper Malone Road, Belfast, BT9 5LA
All Sport NI employees are currently working in a hybrid pattern. Part of the week will be office based and part of the week will be from home. This will be reviewed on a regular bases.
Sport NI is the lead development public body for sport and physical recreation in Northern Ireland. We are established under the Recreation and Youth Service Order 1986 for the furtherance of sport and physical recreation In Northern Ireland. We develop all aspects of sport and physical recreation, from active participation to Olympic and Paralympic levels. Sport NI is primarily funded by grant in aid from the Department for Communities and the National Lottery.

Job Duties:
Overall purpose of job:
- To be responsible for assisting in the efficient and effective provision of a comprehensive financial function within Sport Northern Ireland.
- To carry out financial management and accounting tasks in accordance with procedures established in the finance unit in order to meet the requirements of standing orders, financial regulations, and other corporate standards.
- To assist in meeting corporate requirements in relation to budgets, budget monitoring, and final accounts.
Duties and Responsibilities:
ADMINISTRATION:
• Develop, implement, and maintain systems and procedures.
• Respond to correspondence both internally and externally as required.
• Draft papers, reports, policy documents as discussed and agreed by line manager.
FINANCIAL PROCEDURES/PROCESSES:
To assist in providing financial support to specified budget holders, departmental managers and staff. This will include:
• Compliance with Standing Orders, Financial Regulations and other financial standards
• ‘Help desk’ service for CIVICA financial system
• Providing analysis of accounting information
• Assisting in the preparation of accounts and responding to internal/external audit queries
• Regular monitoring and maintenance of budgets
• Sales invoicing
• Reconciling bank receipts/lodgments
• Checking travel and subsistence claims
• Releasing orders, making supplier/employee/grant payments
• Training of staff on travel/subsistence policy
• Collection and presentation of statistical data
• Processing orders, payments of invoices to suppliers
• Processing credit notes on debtors accounts
• Maintenance of coding structure and other financial records
• Responding to enquiries regarding payments (grant recipients and suppliers)
GENERAL:
• Adhere to relevant governance including policies, procedures, regulations and legislation specific to the work of Sport NI
• Keep up to date with a broad set of issues relating to the work of the team
• Where required, to effectively analyse data and other information in order to produce effective reports and written answers to queries in support of the work of the business area
• Preparing financial reports and accurate and timely management information for the functional area
• Assist with the measurement, monitoring and reporting of progress against the targets and Key Performance Indicators (KPIs) of the Business Area
• Development of appropriate acquisition, storage, retrieval and disposal procedures within the context of Electronic Records Management Strategy, including the maintenance and regulation of
these procedures.
CORPORATE RESPONSIBILTIES:
• Assist in the effective management of resources, ensuring work completed aligns to Business and Corporate Plan objectives and is of a high quality and delivered on time
• To carry out any other duties that, from time to time, may reasonably be undertaken in the pursuit of the post’s overall objectives, undertaking duties of the post with regard to Sport NI’s DNA (Values)
Essential Criteria:
• *5 GCSE passes, grades A – C (or equivalent), two of which must include English Language and Maths
• *2 A-level passes, grades A – E (or equivalent)
• 2 years’ demonstrable full-time (or equivalent part-time) work experience in the last 5 years in a finance team. (Finance team will be defined as: Team member that process and oversees the work of financial transactions, accounts payable, accounts receivables and month end reconciliations)
• 2 years’ demonstrable full-time (or equivalent part-time) work experience in the last 5 years of working financial information systems within organisational policies and procedures and experience of applying internal controls and checks
• Demonstrable experience in dealing with correspondence and enquiries from the general public and/or partner organisations
• Competent in the use of Microsoft Office software, with emphasis on excel
• Ability to undertake work/tasks involving a high degree of attention of detail, accuracy and confidentiality
• Good numerical, analytical and literacy skills
Desirable Criteria:
• 3rd level qualification which can be proven relevant to the post (e.g. business; accountancy or economics)
• Membership of Accounting Technicians Ireland/Association of Accounting Technicians
• Understanding of issues and standards of accountability within the public sector.
