We have a fantastic opportunity for you to join our client, Northern Ireland Civil Service, based in Belfast as a full-time HR Policy Partner. This is a long-term temporary opportunity.

Administrator Pay Rate: £24.59
Start Date: As soon as possible
Hours: Monday to Friday 9am-5pm
Job Duties:
- This assignment will be based in People and Organisational Development, in the NICS.
HR Policy
- Policy ownership for NICS people policies – provision of
support & policy advice. - Policy renewal programme – develop and implement a prioritised policy review plan to deliver best practice, fit for purpose and legally compliant HR policies that underpin people management operational processes across the NICS.
- Statutory compliance & workforce monitoring – implement actions to support organisational understanding
of the NICS workforce composition and applicant pools to inform affirmative or positive action measures and/or policy interventions.Other responsibilities for all posts:
- contributing to the review and development of specific policies, strategies or initiatives (new or existing) including carrying out benchmarking research, gathering and analysing data or other information, conducting relevant impact assessment screening exercises and managing any change control processes arising as a result;
- preparation of timely responses and briefings for Ministerial, Departmental, internal or external correspondence;
- preparation of presentations and responses required by the Minister; Director People and OD; Director, HR Policy etc;
- robust oversight of the division’s governance arrangements including financial monitoring returns, Business Plan, Business Continuity Plan, Risk Register and Business Case Register) and commission / co-ordinate returns as and when required, ensuring deadlines are met.
The list of responsibilities is intended to indicate the broad range within the posts, it is however not exhaustive, and the postholders may be required to carry out other duties as required to meet business needs.
Essential Criteria:
- CIPD qualification or relevant degree
- A high degree of self-motivation and well-developed planning and organisational skills with the ability to effectively manage multiple priorities to ensure compliance with deadlines.
- The ability to communicate effectively with a range of stakeholders (both in writing and verbally), including the ability to draft clear and succinct policy papers, reports, submissions and briefings, based on evidence/ research; and to provide informed options / proposals, as required.
- Highly developed interpersonal skills with ability to build and maintain constructive, positive, and collaborative partnerships with a diverse range of internal and external stakeholders to achieve progress against objectives.
- The ability to successfully work as part of a team and independently and adapt to changing circumstances and priorities.
Desired Experience and Qualifications:
- Experience in reviewing and drafting HR policies and supporting guidance desirable.
- Previous experience or an interest in the subject matter desirable.
An Access NI will be required for this role
