Location: Belfast, Upper Malone.
Start Date: ASAP
Duration: 12 months with possibility for extension
Hours of Work: Monday to Friday, 9am to 5pm
Rate of Pay: £21.99 Per Hour

About the Role:

We are seeking a highly skilled Investment Appraisal Manager to join our team in Belfast. This pivotal role will enhance the programme governance and compliance. Reporting directly to the Chief Operating Officer, you will lead a small team to ensure effective and efficient investment of SNI’s capital and revenue budgets. Your expertise will be crucial in the quality assurance and assessment of business cases submitted by third parties in support of funding applications.

Key Responsibilities:

Preparation and Quality Assurance of Business Cases:

  • Ensure business cases comply with HM Treasury ‘Green Book’, DOF ‘Better Business Case Guidance’, and other applicable guidelines.
  • Approve business cases against specific Terms of Reference.
  • Assess financial, economic, and risk analysis within business cases and provide feedback.
  • Collaborate with applicants and consultants to resolve issues, avoiding unnecessary delays.
  • Work with Finance Managers to interpret financial analysis for funding recommendations and budgetary exercises.
  • Coordinate with SNI’s technical team to ensure business case consultants reflect proposed facility options.
  • Prepare Project Assessment Reports and present findings to the Executive Leadership Team and the Board.

Preparation and Quality Assurance of Post-Project Evaluations:

  • Conduct post-project evaluations according to HMT ‘Green Book’, DOF ‘Better Business Case Guidance’, and other guidelines.
  • Use approved business cases to guide project development, management, and monitoring.
  • Lead internal evaluations of projects against business case targets, commissioning consultants as needed.
  • Collaborate with SNI policy, Planning, and Research Manager to assess the economic and social impact of SNI investments.

General Advice:

  • Stay updated on technical guidance for business case preparation and assessment, sharing insights with colleagues.
  • Develop and deliver workshops and training on business case and Post Project Evaluations.
  • Work closely with counterparts in the Department and other public bodies on specific business case matters.
  • Lead the development and review of policies and procedures related to programme governance and accountability.

Corporate Management and Line Management:

  • Manage resources effectively, ensuring work aligns with Business and Corporate Plan objectives.
  • Undertake additional duties as needed, adhering to Business areas Values.

Essential Criteria:

  • Degree or equivalent qualification in business, economics, or a finance-related subject.
  • Three years of full-time (or part-time equivalent) employment experience within the last five years, preparing or reviewing business cases.
  • Three years of full-time (or part-time equivalent) employment experience within the last five years, preparing or reviewing post-project evaluations.
  • Demonstrable experience in preparing, presenting, or reviewing reports for Senior Management and stakeholders.

Circumstances:

  • Ability to work irregular hours, including evenings, weekends, and Bank Holidays.
  • Valid driving licence and access to a form of transport, insured to enable full responsibilities of the post.

Desirable Criteria:

  • Experience and knowledge of governance and accountability standards in the public sector.
