We have a fantastic opportunity for you to join our client, based in Belfast as a full-time Procurement Officer. This is a long-term temporary opportunity.

Hours: 

Monday to Friday 9am-5pm

Job Duties: 

Staff Officer in Procurement at the Department for the Economy (DfE).
The Staff Officer supports DfE’s Procurement Function within the Corporate Governance Division, focusing on procurement activities up to £50k, governance, policy advice, and maintaining procurement relationships. The function aims to enhance commercial capability and ensure compliance with procurement policies.
Key duties include providing procurement advice in line with Northern Ireland Public Procurement Policy (NIPPP), managing tender processes for procurements under £50k, overseeing direct award contracts up to the EU threshold, monitoring compliance, and coordinating procurement plans. The role also involves commercial business partnering and general administrative support.
The Staff Officer has direct line management responsibility for one Executive Officer II, guiding staff in procurement advice and tender processes while adhering to performance management policies.

Essential Experience &Qualifications required:

1. At least a Chartered Institute of Purchasing and Supply (CIPS) level 4 Foundation Diploma.
Or
2.1 Practical experience and knowledge of the application and management of NI Public Procurement Policy (NIPPP)
And
2.2 Practical experience of providing procurement advice and guidance to staff at a wide range of levels to support effective planning and oversight of spending proposals.

Desired Experience and Qualifications:

1. Experience of using Excel
2. Experience of Managing Staff
3. Knowledge of NICS governance and accountability requirements.
4. Good interpersonal skills and experience in building positive relationships with a wide range of stakeholders.
