Job Purpose
The Project Accountant will lead in the provision of financial support to the Equip Programme,
in order to achieve effective financial management in line with the strategic objectives of the programme.
This will include the production of regular, meaningful financial analysis reports to facilitate effective budgetary control and assisting the Programme Director and Senior Project Manager(s) in analysing and evaluating complex problems.
The Project Accountant will support the Assistant Director of Finance and Head of Capital, in the provision of the statutory accounting and reporting functions within BSO. The postholder will be responsible for meeting a range of performance targets to secure continuous improvement; and in providing high quality and effective services within a clear financial framework.
The successful candidate will be a fully qualified accountant (member of ICAI, ICAEW, ACCA, CIMA, CIPFA or other approved body) with a minimum of 2 years’ post qualification experience and 3 years relevant finance experience in the last 5 years.
Main Responsibilities
Service Delivery
Project Management
- To ensure effective delivery of the programme the post holder will be responsible for the maintenance of the resource implementation plans and will be responsible for the production of accurate, reliable and timely management information on income and expenditure streams associated with the programme.
- The post holder will support the programme director and provide financial direction to the relevant Encompass Project Managers to ensure programme expenditure is properly recorded and accounted for and that tight financial control of the programme expenditure is maintained.
- In conjunction with the core BSO Finance Department, develop and maintain a robust financial controls environment. Production of the BSO statutory accounts for public funds in accordance with the Department of Health’s (DoH) guidance and timescales, ensuring appropriate records are kept and maintained to support audit and reporting requirements in accordance with best practice.
Prepare and present financial reports for programme director, implementation board and programme board on project expenditure and report on variances, slippage and pressures on an ongoing basis. The postholder will be responsible for initiating timely action if required to address adverse variance, slippage and pressures
ESSENTIAL CRITERIA
Experience
A minimum of 2 years’ experience, in the last 5 years, in:
- Project accounting, reconciliation of control accounts, capital accounting; or
Management accounting, provision of support to budget holders, preparation of business cases
Qualifications/ Registration
Qualified accountant (member of ICAI(CAI), ICAEW, ACCA, CIMA, CIPFA or other approved body) with 2 years’ post qualification experience
Other
Hold a current full driving licence which is valid for use in the UK and have access to a car on appointment. This criteria will be waived in the case of applicants whose disability prohibits driving but who have access to a form of transport approved by the Organisation which will permit them to carry out the duties of the post
