Job Title: Senior Officer – Tenancy Sustainment
Location: Housing Services Central Unit, Belfast (Adelaide Street)
Main Purpose:
Reporting to the Tenancy Sustainment Manager, the Senior Officer – Tenancy Sustainment will play a crucial role in providing administrative and operational/project support for the development and delivery of the Tenancy Sustainment Strategy and associated Action Plans.
Key Responsibilities:
1. Strategy Development and Implementation:
- Provide administrative and operational/project support for the development and delivery of the Tenancy Sustainment Strategy and associated Action Plans.
- Investigate and research topics to support the development or amendment of strategies, policies/procedures, and business cases.
- Assist in drafting reports, management responses, and other documents for various purposes including Assembly Questions, Freedom of Information requests, and Performance Review Group Papers.
2. Administrative Support:
- Organize, evaluate, and communicate information effectively using IT systems and software.
- Assist in establishing, implementing, and maintaining databases, project management registers, and IT-based administrative systems.
- Undertake project work as directed by the Tenancy Sustainment Manager, ensuring adherence to good project management practices.
3. Financial Management:
- Assist in budget setting and management processes, including processing purchase orders, recording expenditure, and verification of invoices.
4. Customer Service and Administrative Tasks:
- Provide high-level internal and external customer service, handling stakeholder queries and complaints efficiently.
- Manage document filing and email organization through shared document management systems.
- Assist in preparing submissions for CSE accreditation or similar processes.
5. General Responsibilities:
- Uphold and promote the Core Values of the Housing Executive, enhancing and protecting its reputation.
- Manage own workload efficiently, being flexible and responsive to change and competing priorities.
- Adhere to the Code of Conduct for Housing Executive employees and comply with all NIHE frameworks, policies, and procedures.
- Contribute to a culture of continuous learning through engagement with Performance Management processes.
Criteria:
Essential:
- Possess a degree or equivalent qualification, or hold a BTEC Higher Cert/Diploma or equivalent qualification, or demonstrate at least 2 years of relevant experience and continued professional development.
- Minimum of 1 year of experience in at least 3 of the following areas: effective written communication, stakeholder relationship management, workload management, implementing or developing policies/procedures/strategies related to tenancy sustainment and/or homelessness prevention, and managing complex business information.
- Strong planning and organizational skills, excellent attention to detail, motivation, initiative, and customer focus.
- Ability to work effectively both as part of a team and independently.
Desirable:
- Experience in using MS Excel.
- Experience in finance-related tasks or systems, such as processing payments or invoices and maintaining expenditure records.
