We are currently recruiting for an Staff Officer based in Belfast. The successful candidates will be required to start once the vetting paperwork, ANI clearance has been completed.

Start date: 30/07/2026

Duration: 6 months with a possibility of extension

Rate of pay: £19.59

Hours of work: Monday – Friday 9am to 5pm – Hybrid Working with main office (Minimum 1 day per week)

Key Responsibilities:

Provide Subject Matter Expertise on Physical and Personnel security.
Compliance with mandatory NICS Security Functional Standard requirements, security standards applicable to asset, personnel and aspects of data/information security, installation, deployment, and management of security applicable and countermeasures as appropriate and commensurate with continuous risk assessments of all DAERA assets

Compliance with relevant regulation, policy, and standards
Provide guidance to senior staff and business areas on physical and personnel security matters

Conduct risk assessments to provide and informed opinion on Physical Security risks and the adequacy of controls in place
Investigate security breaches (e.g. lost passes, laptops) and staff threats in accordance with established procedures and recommends required actions
Provide support and checks that corrective actions are implemented

Conduct compliance inspections (including audits), and monitor the efficiency and effectiveness of the Physical Security processes across the organisation
Compile reports to include improvement / enhancement advice & recommendations
Identify threats, vulnerabilities, and critical assets
Liaise with DAERA premises officers across the DAERA estate advising on all matters of physical security at DAERA buildings and offices
Liaise with all interested parties advising on physical security arrangements in all physical locations used by DAERA in line with relevant procedures and standards.

Governance of staff identification in line with JML processes for pass requests, fulfilment, and disposal
Advise on implementation, maintenance, and management of electronic security systems
Oversee themanagement of the pass system for all DAERA premises
Oversee the management of the warrant card system and liaise with business areas to ensure appropriate legislation is being used
Advise on associated Automatic Access Control Systems (AACS)

Advise, facilitate, and manage National Security Vetting (NSV) and Baseline Personnel Security Standard (BPSS) cases for DAERA business areas, including:
Advise, facilitate, and manage AMB database to check clearance

Conduct Physical Security risk assessments
Investigate security breaches and staff threats in accordance with established procedures and recommends required actions
Provide support and checks that corrective actions are implemented

Essential Criteria applicants must have:.

Proof of a third level qualification with a minimum of 2 years’ experienceworking in the physical and personnel security environment. Experience should include duties highlighted in this role
Whilst preferred these are not mandatory.
Examples may include Physical Security Professional (PSP) Certification or Level 5 Certificate for Physical Security Management Professionals.

Excellent IT skills, including use of Microsoft Word and Excel.
Excellent communication skills.
Proven ability to use own initiative.
