Our client, A Large public sector organisation, based in the Antrim area is looking for an Staff Officer to join their team.
Duration: Temp/ongoing
Rate of pay: £17.09 per hour
Start Date: ASAP
Hours: 37 hours per week 9am to 5pm
Location: Belfast
Main Duties:
Purpose and Function of Post
This role will cover all aspects of the core Human Resources remit which includes working as part of the HR team; participating in change management activities; coaching and guidance on HR policies, procedures and processes; management of recruitment and resourcing activities; management of employee and industrial relations; and ensuring statutory compliance and further development of the departments equality plans; undertaking data analysis and providing report and various administration to support service delivery.
The post holder will be assigned specific areas of responsibility in relation to Resourcing, Business Partnering or HR Services, but will be expected to work flexibly across all areas to meet the service demands and contribute to effective team working.
HR Planning and Team Leadership
- Provide visible, supportive and motivational management of assigned members of the HR team, ensuring effective planning, delivery, monitoring; and timely achievement of positive performance outcomes in accordance with People Strategy and other corporate priorities.
- Maintain and update professional knowledge by identification of own training and development needs, updating practice and attending relevant training courses, as agreed with line manager.
HR Advice, Guidance and Coaching
- Build and maintain effective relationships with managers, employees and trade union representatives.
- Advise and coach HR team members, staff and managers in all areas of HR policy, procedure and best practice taking into consideration the relevant areas of employment law and/or recommended best practice.
Resourcing
- Liaise with recruiting managers with regards to recruitment needs.
- Work with the team, to enable the departments, through the provision of appropriate HR structures and tools, to have the correct mix of staff to meet Corporate and Business plan objectives.
- Ensure that accurate information is maintained to support effective recruitment, including development of workforce plan, vacancy management, maintenance of up to date job roles, and accurate and regular reporting on resourcing matters.
- Be the link with external bodies to highlight and promote career opportunities
- Ensure that recruitment and selection procedures meet with our statutory obligations in relation to promoting equality of opportunity; are up to date, streamlined and fit for purpose.
Employee Relations
- Promote a positive working and organisational environment through regular and constructive consultation, communication and engagement activities.
- Represent the department as required in meetings with recognised trade unions and be involved in consultation and negotiation in relation to specific areas of responsibility.
- Maintain systems and procedures in support of the implementation of relevant national and local agreements for the terms and conditions of departments employees and represent in related negotiations/consultations, as required.
- Oversee complex change initiatives and general employee relations activities either personally or providing advice and guidance to other staff and management as required.
Equality and Diversity
- Assist the People Manager in the delivery of Equality Plan and Disability Action Plan.
- Assist in activities to support the HR department’s responsibilities in respect of promoting equality of opportunity including assisting in equality screening processes; and advising on good practice across departments.
- Assist in the production of an Equality Plan and Disability Action Plan and be responsible organisational and statutory reports.
- Develop good practice through networking, and where appropriate, benchmarking and award making bodies.
Policy Review and Development
- Assist in the development, implementation, maintenance and review policies and procedures within core HR’s areas of responsibility and take appropriate action to revise, replace or create new policies and procedures, as and when required.
- Provide input to consultation on policies and procedures where appropriate to support in response to internal or external consultation exercises.
Organisational Development and Change
- Take an active part in change projects within the HR function and to provide specialist HR input to the organisation’s People Strategy, Business Development Plans as required.
- Lead on assigned organisational change projects affecting people, structure and working environment.
HR Support Services
- Ensure that management information system is used to its maximum potential across the department and within the HR Function.
- Be the lead on the issuing and management of applicant and employee information including contracts of employment, change procedures.
- Assist in budget management and ensure that processes in relation to procurement and invoicing are adhered to in line with organisational procedures.
- Assist in the management of specified contracts, e.g. Agency Contracts and allocation of Agency staff.
- Ensures the effective and efficient operation of administrative functions and systems. Ensures work activities and services delivered satisfy organizational quality and cost requirements in line with internal policies/procedures and standards.
- Check that filing systems and computer/database records are accurately updated and maintained for provision of valid and reliable information, and disposed of in line with Records Management Procedures.
- Ensure timely availability of accurate statistical information for internal and external use.
- Conduct information gathering to ensure all queries are managed in a timely and comprehensive manner.
Essential Criteria:
Qualifications
Hold associate membership, or higher, of the Chartered Institute for Personnel and Development (CIPD)
Have a third level qualification
Experience
Have a minimum of one years’ experience in providing advice and/or services across a range of human resources issues including:
- Managing Attendance
- Recruitment and Resourcing
- Employee Relations (e.g. Grievances, Disciplinary etc.)
- Resourcing
Have previous experience in the use of a HR Management Information System, preferably MHR/iTrent or similar.
Have experience of building effective relationships with Trade Unions.
Have in-depth knowledge and practical application of HR practice and Northern Ireland HR legislation.
Competent in the use of Microsoft Word and the design and use of Excel for recording information and producing reports.
Excellent verbal and written communication skills
Working as a team member to manage and prioritise own and others workload meeting deadlines and achieving objectives.
