Our client, A Large public sector organisation, based in the Belfast area is looking for a Temporary Animals (Scientific Procedures) Act Inspector – G7 to join their team.

Duration: The post is initially for a temporary period up to seven months, which will be kept under review. Applicants must be available to take up this opportunity immediately (within 4 weeks) and are expected to be available for the full period

Rate of pay: £27.33

Location: Belfast

Hours: Full Time 9-5 Monday – Friday would be preferential, however Applications for part-time working will be considered, subject to the need of the business.

Main Duties:
– Assess applications for licences under ASPA, requests for their variation or revocation and on their periodical review;
– Provide specialist advice to potential licence holders and other stakeholders, educating them on the provisions of the Act, requirements for licences and how to improve applications;
– Conduct a programme of predominantly unannounced visits to inspect establishments to confirm that the relevant controls are being observed, animal welfare is being looked after, scientific outputs are being achieved and the premises are adequately maintained;
– Provide specialist advice to promote high standards of science and animal welfare, the application of the 3Rs (replacement, refinement and reduction) and an appropriate user ‘culture of care’ to support public confidence in the licensing regime;
– Report the findings of such inspections clearly and concisely to the Minister and his officials, presenting evidence for judgements provided;
– Provide feedback and specialist advice to establishments to improve quality and effect change;
– Monitor progress to effect change when required;
– Manage and conduct investigation of cases of non-compliance, including interviewing licence holder and collating and analysing evidence available;
– Provide concise and clear reports of findings to DoH, and make recommendations on any action required;
– Complete retrospective assessments of completed projects;
– Review Standard Condition 18 notifications and consider appropriate action if required.

Essential Experience & Qualifications required.
– Full registration with either the Royal College of Veterinary Surgeons (RCVS) or the General Medical Council (GMC) – ie, a qualified medical doctor or veterinarian.

Desired Experience and Qualifications.

– Experience of the use of animals in science;
– Knowledge and skills relating to cutting edge research in the biological sciences (including the use of non-animal alternatives);
– Knowledge of animals in science legislation;
– Understanding the range of issues associated with the use of animals in science; and
– Knowledge and/or experience of biomedical and life sciences research including research principles, the UK research environment and the UK research integrity, ethics, and regulatory framework.

As candidates are required to travel on official duty, successful applicants must have access to a form of transport, which will enable them to fulfil their responsibilities.
On occasion overnight stays may be required.
