We are currently recruiting for a Youth Worker/ Staff Officer. The successful candidates will be required to start once the vetting paperwork and ANI completed.

 

Start date: ASAP

Duration: up until March 2024 with option of extend on an annual basis

Hours of work: 37 hours per week ( flexi )

Rate of pay: £17.09ph paid weekly

 

Key Responsibilities:

The purpose of the post is to supplement the experience of the Youth Work Policy Team by bringing a specialist working knowledge of youth work to improve the development, implementation and monitoring of the Department’s youth policy (currently Priorities for Youth). This will offer a development opportunity to the successful candidate to gain youth policy knowledge and experience to supplement existing practical youth work experience.

 

The post holder will work alongside the current Staff Officer on a range of work duties, but will have lead responsibility in supporting the TBUC Camps and Planned Interventions Programmes. The main duties include:

 

a) Youth Policy

· Support the development, implementation and monitoring of the Department’s Youth policy;

· Support the provision of policy advice and guidance on a range of policy, legislation and operational queries in relation to the youth service as appropriate;

· Develop and maintain effective and constructive working relationships with youth sector stakeholders;

· Represent the Team at meetings, stakeholder events and forums as required;

· Maintain a knowledge and awareness of the youth service.

 

b) Youth Service Budget

· Support the oversight, monitoring and reporting on the Youth Service resource budget (circa £34m per annum);

· Provide input to allocation letters for EA Youth budget resources including T:BUC Camps and Planned Interventions funding;

· Provide appropriate information for monitoring purposes throughout the year, including scrutiny of the expenditure.

 

c) T:BUC Camps/ Planned Interventions

· Support the Deputy Principal in liaising with TEO and EA in relation to budgets for both programmes;

· Ensure the Department meets its commitments in the Memorandum of Understanding with TEO;

· Support with monitoring expenditure of both Programmes by regular commissioning of financial monitoring reports from EA.

· Attending the Operational Subgroup as required, and in the absence of DP attend the TBUC Camps/PI Programme Board.

 

d) General Duties

· Provision of high quality, timely and effective support for senior officers and an incoming Minister, including the preparation of AQs, INVs, COR and TOF cases and briefing.

(Note – the role will not include direct delivery of youth work to young people, but there will be opportunities to engage with young people to inform policy through the associated duties).

 

Essential Criteria applicants must have:

( Proof of certs required )

A degree level qualification (or equivalent) in youth work, social science, social policy or a field directly relevant to the duties of this role.

At least three years relevant work experience in the field of youth services within the last 6 years.

Strong interpersonal skills and a commitment to working as part of a team;

Capacity to deliver results and outcomes, sometimes within tight time frames and requiring effective prioritisation;

Good oral and written skills; and Budgeting and financial management experience.

 

Prior experience of policy development work.

Experience of working collaboratively with diverse stakeholders at a regional level.

Experience of risk identification and management.

Experience of line management of staff/volunteers.
